Biography
The Florida House of Representatives is the lower house of the legislature of the U.S. state of Florida. Skellings was appointed by Tom Gustafson to serve on the Speaker’s Advisory Panel on Computer Telecommunications out of which Skellings designed the House of Representatives Automation Project. It was the first IBM Token Ring legislative network of personal computers in the United States and served as a model for other legislatures.
